一、為積極推動亞太工程師制度與國際接軌，進而拓展專業工程師的境外執業市場，本會自 2008 年 3 月 12 日 起辦理本 (2008) 年度第 1 批土木、結構及大地亞太工程師之申請，凡具備亞太工程師資格之國內技師，可逕洽本委員會辦理；本次申請截止日期為 2008 年 4 月 30 日 止。

三、為便於申請人瞭解，本會將兩次在中國工程師學會會議室（台北市仁愛路2段1號4樓）舉行說明會，時間訂於本 (2008) 年 4 月 18 日﹝星期五﹞及 4 月 25 日 ﹝星期五﹞上午 10 時 30 分，會中將答覆詢問並介紹線上申請試行辦法；申請人請填寫報名表及問題，送余德銓執行長收﹝電子郵件apecengineer@cie.org.tw﹞ ，格式詳如申請須知第 7 頁。

Commencement of First Group Assessment Application for APEC Engineer, Year 2008

Chinese Taipei APEC Engineer Monitoring Committee
A. To set the Chinese Taipei APEC Engineer Frame into action, and to facilitate the mobility for cross-border practice of professional engineers among member economies, this committee has commenced the assessment of the APEC engineer applicants in the disciplines of civil, structural and geotechnical engineering. The first application and assessment, under the authorization of APEC Engineer Coordination Committee and in accordance with the Operation Manual for Assessment of Chinese Taipei APEC Engineer, was announced since March 12, 2008. The deadline for submission of application materials is set by April 30, 2008.

C. Two Q/A sessions will be held at 10:am on April 18(Friday) and 25(Friday) at the meeting room of Chinese Institute of Engineers(4th.FL.,1,Jen-Ai Rd.,Sec.2,Taipei,Taiwan,R.O.C.). Any engineers interested in applying for APEC Engineer are welcomed to attend this session. In the meantime, on-line application will be demonstrated to the audiance. The Q/A session application form, which is attached to the Application Guidelines, together with enquires must be sent to Mr. Yu Ter-Chyuan (Executive secretary), email :apecengineer@cie.org.tw.


D. Being advised by The Institution of Professional Engineers New Zealand(IPENZ), in accordance with the Attachment 3-Membership/Registration Credit Schedule of IPENZ Handbook for Applicants Seeking Formal Recognition of their Competence as a Professional Engineer : PR 100 , APEC Engineers currently registered in the Chinese Taipei APEC Engineer Register are eligible to apply for Professional Membership (MIPENZ). Provided the engineer concerned is in good ethical standing, entry into IPENZ membership is unlikely to require any further assessment of competence. When applying for Chartered Professional Engineer (CPEng), IPENZ has undertaken via APEC Engineer agreement to minimise the amount of assessment other than that of local knowledge. 工程師學會CIE 簽署雙方全面交流認許之MOU，本項計畫提報中工會江耀宗理事
長同意；江理事長因另有要公，無法出席十二月十八日在馬來西亞吉隆坡舉行之
簽署儀式，指派由中工會理事（亞太工程師監督委員會副主任委員）台大陳振川
教授、亞太工程師監督委員會莫若楫主任委員及執行長余
德銓等三人代表出席。

根據中華台北亞太工程師監督委員會第十次委員會議紀錄，新增亞太工程師科目：電機工程、環境工程兩科目
會議記錄提案二：若中華台北亞太工程師監督委員會繼續運作，是否考慮增加亞太工程師科目？
決議：通過增加環工及電機兩科。

1. 3月將開始辦理招考土木工程、結構工程、大地工程 3科目之亞太工程師。
2. 電機及環境工程已列為中華台北亞太工程師新增科目，完成審查委員設立程序後招考。

(b) 申請人在1998年（含)以前已在國內國立大學或學院或私立淡江、中原、逢甲等三所大學，完成高等教育並取得學位證書，及專科生取得國立大學與中華工程認證學會及Washington Accord會員國認證通過大學之碩士學位證書。

A. 1. 亞太工程師制度國際研討會將於本年12月11日﹝星期一﹞舉辦，上午九時至十二時半在台灣大學應用力學研究所國際會議廳辦理研討會，歡迎準時蒞臨參加，研討會資料及出席各項活動調查表如附件，敬請參考，並請於本月底前回覆。

2. 紐西蘭(Institution of Professional Engineers New Zealand,IPENZ)業已接受我國部份亞太工程師所提之MIPENZ(Professional Membership)申請，該國註冊主任Mr. Jeff Watsney預定於本次研討會中頒發證書，澳洲工程師學會亦將宣佈比照辦理，特此報告。

為積極推動亞太工程師制度與國際接軌，進而拓展專業工程師的境外執業市場，中華台北亞太工程師監督委員會依據亞太工程師協調委員會之授權及亞太工程師審查作業辦法，自本(95)年4月11日起辦理本年度第一批土木、結構及大地亞太工程師之申請，至 5月31日，共計18名提出申請，其中5名因資格不符，予以退件，另1名未能通過面試，其餘均在7月20日第7次監督委員會議中通過通過審查，名單如下：

孫以濬(Civil)、柯鎮洋(Civil,Structural)、朱台森(Civil)、王祥騮(Civil)、江秀丹(Civil)、曾慶祥 (Civil,Structural)、張文豪(Structural)、廖振志(Structural)、顏東利(Geotechnical)、王劍虹 (Geotechnical)、高景盛(Geotechnical)、 陳福成(Geotechnical)。

95年5月17日

一、本委員會自即日起辦理本年度第一批土木、結構及大地亞太工程師之申請，凡具備亞太工程師資格之國內技師，可逕洽本委員會辦理；為因應各界準備申請文件及補件需要，本次申請截止日期延後三週，由原定之95年5月10日延至同年5月31日；6月1日起為本委員會資料檢視及要求補件時間，6月14日截止補件；6月27日面試開始至7月4日面試結束。

二、本委員會經整理兩次說明會申請人提出之問題，答覆如附件「亞太工程師說明會詢答資料」，敬請參考。

三、為應申請人要求，特提供「申請表填寫參考範例」如附件，僅供參考。

亞太工程師組織現況

亞太工程師組織係屬於亞太經濟合作會議(APEC)各經濟體會員國專業工程師資格相互認證的機制，以擴大會員國間經濟合作及發展。
此機制係經由APEC之「亞太工程師協調委員會」，協調運作各會員國之認證組織。所以各會員國首先要成立自身的認證組織，稱之為該會員國之「亞太工程師監督委員會」，以建立該會員國之認證制度，並代表會員國參加「亞太工程師協調委員會」之協調運作。
我國自加入WTO後，即注意到工程專業服務市場國際化的問題，首先就是要瞭解世界各國專業工程師制度的異同，以及選擇一據點以讓國內專業工程師得以國際化。所以就在91年開始，本會接受工程會的委託，進行了「各國專業技師資格相互認許制度之研究」，確立了朝亞太工程師組織推動的方向。
以下為本會近年推動狀況之摘要：
1. 92年6月即組團正式參加紐西蘭之國際工程師大會及亞太工程師協調委員會議，以觀察員身份，觀摩其運作協調的情形及申請審查的過程，回台後積極推動。
2. 由工程會支持，委託推動計畫自92年分三年執行。
3. 92年5月授權成立「亞太工程師推動委員會」，本會陳振川理事長擔任主任委員，本會亞洲土木工程聯盟委員會謝季壽主任委員擔任執行小組召集人。以籌設亞太工程師在國內之認證機構及制訂相關規章辦法。
4. 本會分別在92年及93年邀請亞太工程師組織之各國代表在台北舉行圓桌會議，並加強與各會員國代表協商。目前該組織之會員國有十一個，計為美國、加拿大、日本、韓國、澳洲、紐西蘭、馬來西亞、印尼、菲律賓、泰國及香港，其代表均曾先後來台。
5. 本會經工程會安排進行12場全國說明會。
6. 向工程會建議由中國工程師學會擔任認證執行機構，以涵括全國工程領域。本會續擔任秘書處作業，協助中國工程師學會推動。
7. 93年10月公共工程委員會正式授權中國工程師學會推動，並制定中華台北亞太工程師監督委員會章程。於94年3月成立「亞太工程師監督委員會」，由本會常務理事莫若楫博士擔任主任委員，中工會余俊彥理事長與本會陳振川理事長任副主任委員。
8. 94年6月組團前往香港參加「2005年國際工程師大會及第五次亞太工程師協調委員會議」，爭取成為亞太工程師組織正式會員國。6月17日亞太工程師協調委員會以無異議全票通過我國加入APEC 工程師國際組織為正式會員國。

6月17日上午，APEC Engineer協調委員會主席Dr. Gue宣佈歡迎中華台北加入亞太工程師國際組織，大會以無異議全票通過為正式會員國。我國代表團團員在大會各國代表歡迎鼓掌聲中，興奮不已，並相互握手祝賀。
在農曆春假，全力花在修撰評估報告的團員謝季壽董事長，吐了一口氣說總算可以交棒了。面對最大壓力之我國監督委員會主任委員、具豐富見識及人際關係之莫若楫團長，他也露出快樂的笑容。他曾在6月14日上午於香港數碼港艾美酒店2005年世界工程師大會上做入會簡報，並於6月17日上午九時左右，正面回應加拿大、日本、美國之詢問，特別是外國技師在我國執業問題及我國APEC監督委員會是否能客觀公正不受政府官方影響等挑戰性問題。
經過近三年的努力，我國先在2003年紐西蘭會議獲認可為準會員國，並在本次大會以最順利之情形，申請第一次、二年即入會，實在不容易。在過去這段時間，參與本案之同仁們以最少之經費，有限之人力，經由各界之協助，奔馳國內外，不斷與各會員國代表與國內工程界溝通協調，一再更新我國提出亞太工程師評估報告書內容，總算通過考驗。
這是國內產官學界合作之團隊成果，NGO之中國土木水利工程學會與中國工程師學會發揮最重要角色。行政院公共工程委員會郭瑤琪主任委員、楊錫安處長暨同仁在近三年來給予經費與行政支援，並給予授權。經建會、教育部及考試院考選部積極參與及協助，特別是林嘉誠部長親自接待外賓，準備各式英文文件，並請考選部全力支持本計畫。土木、結構、大地等技師公會、營造公會、工程技術顧問公會之參與及經費支援。
我們也要恭喜魏哲和理事長與楊永斌秘書長領軍之中華工程教育學會順利加入「華盛頓協定」為準會員，並在本次大會中與本代表團之團隊合作與協助。最後，特別要感謝由謝季壽領導之工作小組成員，包括莫若楫總經理、李得璋教授、李建中院長、巫垂晃技師、許鎧麟教授、蕭文起技師、李順敏技師、王明德院長、朱嘉義秘書長、何金駒秘書長、陳淵博秘書長、程代衡顧問等人之長期投入與奉獻。
並要感謝「中華台北亞太工程師推動委員會」、「中華台北亞太工程師監督委員會」全體委員之參與及支持。當然，本次入會祇是第一步，目標仍在如何協助我國工程師跨國執業，眾多事務仍待積極構建及推動，我國也務需在明年於愛爾蘭舉辦之研討會及2007年在美國首府華盛頓D.C.舉辦之協調委員會會議上交出可看之成績單，敬請各界繼續積極參與及協助。
因應國際化趨勢，本學會建議工程會或未來交通及建設部成立國際關係組（或處），寬編預算，加強國際交流，擬定具體國際政策與行動方案，協助國內營建產業邁向國際市場。
